ICCES is affiliated with IAP, CAS, and implements the director responsibility system under the leadership of the lab Committee. The lab Committee includes 1 director and 4 deputy directors. It is appointed by IAP and is responsible for the management of ICCES. ICCES has set up a scientific steering committee with the characteristics of climate and environment research to guide and determine the development goals of ICCES and be responsible for scientific guidance of ICCES's strategic development direction, discipline orientation, talent team building, international cooperation and exchanges, and training.

As the scientific research unit of IAP, ICCES is responsible for the specific implementation and completion of scientific research and international cooperation tasks relying on the scientific research strength of the Institute of Atmospheric Physics. ICCES consists of two major parts: the scientific research unit and the support team. The scientific research unit is responsible for the development of ICCES’s innovative scientific research. The support team includes the International Cooperation Office, which is responsible for ICCES's international cooperation, exchanges, and personnel training. The administrative office is responsible for general administrative support, scientific research, and other related work. Finance, etc.
